I've banned an IP but the person is continuing to post. Anyone else have a problem banning someone?

I've banned an IP but the person is continuing to post. Anyone else have a problem banning someone? They may be on dial up meaing that they have a different ip every time they log on  |

Usually the last 2 decimal digits are always changing. I have no idea if SB provides this, but put a * on the last two decimal number sets.

They've posted with the same IP after I banned it and I've also banned it with the *

he also posted with 205.188.116.139 & 64.12.116.139 as Justin, David & Alyssa
I banned his IP and he kept posting. I password protected his name and he posted under Justin_2 with the same IP that was banned.

It might be 2 totally different people. Isnt it for every different state, the beginning numbers are different?

The bolded numbers tell you what state/country you are in, so they are totally different people.
