So, I talked this over with Renegade and he said I should post it here.
How about a system that would let members submit a form with all the stuff to make a game (.swf file/URL, preview, description, etc.). And then the Admin can approve or reject the submissions....if approved, it gets added, and the user could get a reward (or not). If rejected, game doesnt get added and nothing happens.
Yay or nay?

I like the idea, and the rewards could tie in with an automatic award system (ie after 10 approved uploads, the member gets an award). I'm not so sure if most visitors to a game site go there with the intention of uploading games though.

Well a lot of members like to get involved....and usually the admin doesnt know about some games (or the user wants to promote their site by uploading one of their games), so the users like to suggest and upload games.
