If it's Proboards, Use 1 of These:
Disable PM system
Disable PMs
Prevent certain members PMing each other

To disable PMs boardwide, follow these steps:

• Log into the Admin CP.
  
• Under "Users and Groups", click on "Manage User Groups".
  
• Click on a member group (Probably something like "Members"
  
• Set "Can Use PM System" to No.
  
• Click Complete Edit.
  
• Do the same for all member groups that you don't want using the PM system.

If you want to restrict certain members from using the PM system:

• Log into the Admin CP.
  
• Under "Users and Groups", click on "Manage User Groups".
  
• Scroll down to "Add a new member group"
  
• Base the new memger group on Members, and click "Set up new group"
  
• Name the group something like "PM Restricted"
  
• Set "Can Use PM System" to No.
  
• Click Complete Edit.
  
• Under "Users and Groups", go to "Find/Edit/Suspend User"
  
• Type in the member's name, and click on "Find Member
  
• Click on "Edit Details"
  
• Change the "Member Group" to the "PM Restricted" group you just created.
  
• Click "Edit this Member"
  
• Repeat the steps for all the other members.
